Rubber Boot with felt inside, slips over the end of the Teleflex support tube where the steering cable pushes/pulls and is designed to minimize any water/dirt from entering the steering cable.
Typically located just ahead of the rudder tiller arm in the aft end of the bilge of ski boats.
